This is the system the founding fathers set up to limit the powers of a rogue leader. Two people come to mind that we need to use this tool against. They've already done immeasurable damage to the Constitution and the country. Will lawmakers have the courage to do what's best for the country rather than their party? No.
The founding fathers didn't foresee a Congress of cowards and criminals.
